Check if Flight mode is enabled
When your device is in Flight/Airplane mode, it is automatically disconnected from the mobile network and other wireless services such as Bluetooth and WiFi. If enabled, you would see an airplane icon replacing the normal mobile network bars in the status bar. If you see something like this, just swipe down the quick-setting panel and turn off Airplane mode to reconnect to your mobile network.
Better still, if you can't find Airplane mode on the quick-setting panel, kindly go to Settings > Network & Internet, then toggle off Airplane mode. You should be able to make/receive calls if that's the cause of the problem.
Check SIM/network settings
If you still can't make or receive calls with your itel mobile phone, you should also check if the phone settings are alright. Perhaps you've tempered with unknown settings affecting the functionality of the SIM card.
Such settings include turning off the SIM card. Follow the guides below to re-enable it.
- Launch the Settings app
- Tap Network & Internet

Check for "Call forwarding" icon on the display

- Open the Phone (Dialer) app.
- Tap the settings icon.
- Tap Calling Accounts and select the affected SIM card
- Tap Call Forwarding
- Disable all active call forwarding options.
Restart the phone
Before trying more technical solutions to fix this problem, your phone/SIM might just need a refresh to make it work properly. In this case, a simple restart could help you out especially if you've been using your phone for a couple of days without restarting it. Just hold the power button for some seconds and tap Restart to do so.
Clear phone app cache
After restarting your phone, also give clearing the Phone app cache a try. Caches help store some data that make apps load faster and use fewer resources, but it gets useless and becomes a burden on the phone when it's too much. To ensure the dialer app is up and running, kindly clear the cache data from settings. Just long-press the Phone app icon on the home screen and tap App info to launch the app settings. Now tap Storage & Cache, then tap Clear cache. You can even take it further by tapping clear storage as well (it doesn't clear your call logs or contacts).
Check/clean the SIM card.
Your itel phone might not be able to make calls if there's a problem with the SIM card; such as when it's not inserted properly, damaged, or dirty. To fix this, simply eject the SIM card, clean the golden track on the SIM with a soft cloth, and re-insert it properly. Don't scratch the SIM card with hard/sharp objects in order not to lose it.

Switch Network mode to 2G
While trying to make/receive calls, most phones do it on a 2G mobile network. If you've got an itel phone that supports 4G, do not set it to only work in 4G mode as you might not be able to make/receive calls in this mode. Kindly navigate to Settings > Network & internet > Mobile network > Preferred network type, and switch your network mode to 2G, then try making a call now to see if it works. You can switch back to Auto 2G/3G/4G mode if it works, but avoid 4G only mode.
